We're considering either plastering cracks, followed by lining/wallpapering walls, painting over or possibility of digging out the cracks and suitably fixing and then lining, painting, etc - looking for a long term solutions (i.e. no more cracks for a good 10 years). As all the flats have the same problem, if you can fix ours, the neighbours will be keen to have the same work done...providing it lasts this time as we've tried everything and have been comparing options!
